Court-Admissible Identification of Stalkers

The Rhineland metropolis of Bonn, with its more than 300,000 inhabitants and approximately 20,000 tourists and business travellers each day, forms a vibrant and constantly moving concentration of people. As experienced surveillance specialists, our private detectives in Bonn understand the advantages and disadvantages that city life and pedestrian zones present when following persons under observation. Put simply: the greater the number of people in the surveillance environment, the higher the likelihood of losing visual contact – yet at the same time, the lower the risk of the follower being detected. As a result, stalking victims may be observed over long periods without realising it. At some point, however, the stalker’s urge for proximity and recognition becomes so strong that they reveal themselves, either deliberately or inadvertently, as their surveillance becomes more intrusive or even escalates to threats. Some perpetrators grow angry when they feel their actions have no visible impact. Others, however, reveal themselves at a very early stage – sometimes from the outset. Whether they are aware of what they are doing and the harm they are causing varies from case to case.

Stalking can trigger severe anxiety about being followed, leading victims to feel threatened even by harmless individuals and, in some cases, to withdraw almost entirely from social life.

Motives and Patterns of Offending

The motivations behind stalking are often difficult for the “average” person to comprehend: rejection, wounded pride, obsessive admiration and similar triggers, usually combined with or caused by a psychological disorder. Stalking typically begins with observation and pursuit, which often intensifies the perpetrator’s obsession. Through surveillance, stalkers gain detailed knowledge of their victim’s daily routines, enabling them to intercept and monitor them more effectively. It is not uncommon for offenders to search through the victim’s post in order to obtain further information; even rubbish bins are not immune. At a later stage, many perpetrators begin to exert influence over the victim’s life, effectively attempting to control it: anonymous late-night telephone calls, messages such as “I see you” written on a car window, unsigned threatening letters and other more or less subtle attacks significantly impair the victim’s quality of life.
