The convergence of several major transport routes has led to Bonn being identified by a study conducted by the Fraunhofer Institute for Building Physics as the noisiest city in North Rhine-Westphalia and the fourth noisiest in Germany. In addition to Bonn’s Konrad Adenauer Airport, the city has direct connections to the federal motorways 59, 555, 562 and 565, as well as the federal highways 9, 42 and 56. As the urban area is divided by the River Rhine, the three Rhine bridges on the A 562 (Konrad Adenauer Bridge), A 565 (Friedrich Ebert Bridge) and B 56 (Kennedy Bridge), together with the Rhine ferries Mehlem–Königswinter, Bad Godesberg–Niederdollendorf and Graurheindorf–Mondorf, are of particular importance for inner-city traffic. The same applies to the railway underpasses and the Viktoriabrücke, which connect the northern and southern parts of the left-bank urban area. At present, 184,582 motor vehicles are registered in Bonn, including 156,398 cars. With such a large number of vehicles, car thefts and vehicle misappropriations inevitably occur, as the following case illustrates:
Mr Plaschke (name changed), owner of a packaging materials company, possessed a number of cars, vans and lorries forming part of his fleet. One of the cars was an old collector’s model which, however, required increasingly frequent repairs, prompting Mr Plaschke to offer it for sale. A buyer was soon found, and it was agreed that the purchase price would be transferred first, after which the registration certificate Part II (formerly: vehicle registration document) would be handed over. Upon receipt of the purchase sum, Mr Plaschke had originally intended to deliver the vehicle and its documents to the buyer personally, but a business appointment thwarted his plans. He therefore asked his employee, Mr Schmitz, to undertake the task on his behalf. Mr Schmitz collected the documents and the vehicle – and was never seen again.
